The manager role is used to manage learners. Managers can only manager learners in the group that the manager is a manager of.
Managers can Import Users to their group. After users are imported to their group, they will have access to those learners under People / Users.
Managers will also be able to run reports to see learner status.
If a learner belongs to a group that the manager is not a manager of, the manager will not be able to import the learner.
If a learner is blocked, the manager will not be able to import the learner.

If you are an Administrator, CEO, HR Manager, etc., for your organization, you have been assigned the manager role. The manager role manages a group that relates to the manager's organization. You will be able to do everything necessary to get your staff accounts created, enrolled in training and certified.
